摘要
公共服务供给与基层治理实践密切相关,在一定意义上,公共服务的供给变革正是基层治理创新的产物。在对成都、上海、北京三个城市典型治理实践的考察中发现,基层治理创新主要呈现为生态激活、数字赋能与流程重塑三种类型。其中,“生态激活”引致了公共服务创新涌现,“数字赋能”促进了公共服务资源整合,“流程重塑”强化了公共服务响应能力。增强公共服务可及性是新时代基层治理现代化场景下提高公共服务供给水平的重要目标,其本质是提升居民与公共服务之间的连接;而服务涌现、服务整合和服务响应分别作用于居民与公共服务的身体连接界面、认知连接界面和关系连接界面,在结果导向与过程导向的双重逻辑下构成了公共服务可及性提升的三种实现路径。
The supply of public services is closely related to the practice of grassroots governance,and in a certain sense,the change in the supply of public services is a product of the innovation of the grassroots gov⁃ernance model.In an examination of typical governance models in Chengdu,Shanghai and Beijing,it is found that grassroots governance model innovations are mainly of three types,namely activation of ecology,digital empowerment and process reshaping.Correspondingly,"activation of ecology"leads to service emergence,"digital empowerment"drives service integrationand,"process reshaping"improves service response.Enhanc⁃ing the accessibility of public services is an important goal of improving the level of public service provision un⁃der the modernization of grassroots governance in the new era,and its essence is to improve the connectivity between residents and public services.The realization of service emergence,service integration and service re⁃sponse,respectively,acts on the interface of physical connection,cognitive connection and relational connec⁃tion between residents and public services,constituting a threefold pathway of grassroots accessibility of pub⁃lic services under the dual logic of result orientation and process orientation.
