摘要
人工智能是新一轮科技革命和产业变革的重要驱动力量。党的十八大以来,习近平总书记围绕加快发展新一代人工智能提出了一系列新思想新观点新论断,形成了关于人工智能的重要论述。这一重要论述产生于新一轮科技革命与中国式现代化的历史交汇点上,是马克思主义科技观中国化时代化的创新成果,是对新时代科技创新之问与人民之问的深刻解答。习近平总书记关于人工智能重要论述科学回答了为什么要发展人工智能、怎样发展人工智能的基本问题,为推动人工智能安全向善发展、激发市场主体创新活力、建设人工智能技术强国提供了强大思想武器、科学行动指南与系统实践方略。新时代加快发展新一代人工智能,要坚持新型举国体制与市场驱动相协同的科技创新路径,完善数字治理与法治保障相结合的监管体制机制,推进造福人类与弥合智能鸿沟相融合的国际交流合作。
Since the 18th National Congress of the Communist Party of China(2012),Xi Jinping has articulated a series of innovative ideas,perspectives,and propositions on accelerating the development of next-generation artificial intelligence(AI),forming a systematic framework of important discourses on AI.These discourses emerged at the historical convergence of a new technological revolution and Chinese-style modernization,representing an innovative achievement in the Sinicization and modernization of Marxist views on science and technology,and offering profound responses to the critical questions of technological innovation and people’s needs in the new era.AI serves as a pivotal driver of the latest technological revolution and industrial transformation.Xi Jinping’s discourses scientifically address the fundamental questions of why and how to develop AI,providing powerful theoretical guidance,scientific action guidelines,and systematic practical frameworks for promoting AI’s safe and ethical development,stimulating market-driven innovation,and establishing China as a global leader in AI technology.To accelerate the development of next-generation AI in the new era,it is essential to adhere to a technological innovation path that integrates the novel national system with market-driven mechanisms,enhance regulatory frameworks combining digital governance and the rule of law,and foster international cooperation that promotes human welfare while bridging the AI divide.
