新发展格局下中国—中亚经贸合作高质量发展研究

Research on the High-Quality Development of China-Central Asia Economic and Trade Cooperation under the New Development Pattern

摘要中国与中亚五国经贸往来历史久远,合作基础良好。在“一带一路” 倡议背景下,双方在经贸合作重点领域、合作模式、合作机制等方面持续向好发展,成果丰硕。在应对国际形势变化、构建双循环新发展格局中,中国—中亚高质量经贸合作不仅有利于中国释放内需潜能、提高对外开放水平,还是构建中国—中亚命运共同体的重要支撑。但要实现高质量经贸合作,双方仍面临地缘博弈加剧、政策协调困难、经济结构单一、外汇市场不稳定等诸多问题。本文从做好顶层设计、构建产业链供应链合作体系、加强互联互通、促进人文交流等方面提出建议,以高质量经贸合作助力构建良好外部大循环。 China and thefive Central Asian countries share a long history of economic and trade exchanges,with a solid foundation for cooperation.Under the framework of the Belt and Road Initiative,both sides have achieved fruitful results in key areas,cooperation models,and cooperation mechanisms of economic and trade collaboration.In the context of responding to changes in the international landscape and building a new dual-circulation development pattern,high-quality economic and trade cooperation between China and Central Asia not only helps China unleash domestic demand potential and enhance the level of opening-up,but also serves as an important pillar in building a China–Central Asia community of shared future.However,to achieve high-quality economic and trade cooperation,both sides still face challenges such as intensified geopolitical competition,difficulties in policy coordination,homogeneous economic structures,and instability in foreign exchange markets.This paper puts forward suggestions from the perspectives of improving top-level design,establishing a cooperative system for industrial and supply chains,strengthening connectivity,and promoting cultural exchanges,in order to advance high-quality economic and trade cooperation and foster a sound external circulation.
