大学院系治理文化的价值意蕴、理论内涵与实践进路

摘要在中国式现代化背景下,院系文化不仅反映着治理现代化的独特内涵,也塑造着学院治理的整体样貌。通过剖析院系治理文化的理论内涵,明确了学院治理文化由价值取向、制度规范和实践活动三个关键层次构成。在中国式现代化的背景下,以善治为指向、以法治为取向、以共治为导向的治理文化在引导学院高质量发展、构建学院现代化治理体系和构筑现代化治理能力方面具有重要价值。在现实中,认同缺失、制度失衡以及信任危机共同阻碍了学院治理文化的生成。基于此,院系应涵养学院治理共同体的价值理念、营造融通制度优势与治理效能的治理环境,以及培育师生主动参与治理的责任意识,不断推进学院治理体系和治理能力的现代化,从而实现学院高质量发展。 In the context of Chinese-style modernization,college and departmental culture not only reflects the unique connotation of governance modernization but also shapes the overall landscape of college governance.By analyzing the theoretical connotation of governance culture in university colleges and departments,it is clear that such a governance culture consists of three key levels:value orientation,institutional norms,and practical activities.Governance culture guided by good governance,oriented towards the rule of law,and directed by co-governance holds significant value in guiding the high-quality development of colleges and departments,forging a modern governance system for colleges and departments,and cultivating modern governance capabilities.However,the lack of recognition,institutional imbalance,and trust crisis jointly hinder the formation of governance culture.Based on this,colleges and departments should cultivate the values of the governance community,create a governance environment that integrates institutional advantages and governance effectiveness,and foster a sense of responsibility among teachers and students for their active participation in governance.This continuous advancement of the modernization of the governance system and governance capabilities will ultimately achieve high-quality development of the colleges and departments.
