摘要
在全球绿色转型与我国“双碳”目标加速推进背景下,技术进步与绿色创新的协同机制成为实现可持续发展的重要命题。技术进步偏向是绿色创新效率提升的重要驱动力。选取我国30个省级面板数据,采用超效率SBM模型对我国绿色创新效率进行测度,构建空间面板模型具体分析技术进步偏向与绿色创新效率二者间的关系。研究发现,我国绿色创新效率呈现缓慢增长趋势,且具备空间相关性特征。技术进步偏向对绿色创新效率具有显著空间溢出影响。短期内,技术进步偏向对本地绿色创新效率呈现“U”型影响,而对相邻地区绿色创新效率则呈现倒“U”型影响;长期来看,技术进步偏向对绿色创新效率整体存在提升效用但不显著。据此,提出建立技术进步要素机制,构建绿色人才生态体系,制定差异化发展规划,驱动技术进步偏向与绿色创新效率协同发展等政策建议。
Against the backdrop of accelerating global green transformation and deepening China's"dual carbon"strategy,the synergis-tic mechanism between technological progress and green innovation has become an important proposition for achieving sustainable develop-ment.Technological progress is an important driving force for improving the efficiency of green innovation.This article takes panel data from 30 provinces in China as the research object,uses the super efficiency SBM model to measure the efficiency of green innovation in China,and selects the spatial panel model to analyze the relationship between technological progress bias and green innovation efficiency.Research has found that the efficiency of green innovation in China is showing a slow growth trend and has significant spatial correlation characteristics.The results of the spatial panel model indicate that technological progress has a significant spatial spillover effect on the efficiency of green in-novation.In the short term,technological progress tends to have a"U-shaped"impact on local green innovation efficiency,but has an invert-ed"U-shaped"impact on green innovation efficiency in neighboring regions.In the long run,technological progress tends to have an overall effect on improving the efficiency of green innovation,but it is not significant.Based on this,it is proposed to establish a mechanism for the elements of technological progress,building a green talent ecosystem,develop differentiated development plans to drive technological prog-ress towards synergistic development with green efficiency.
