中国共产党“破立并举”改革方法的理论建构与实践转化

摘要 “破立并举”是在新时代全面深化改革中提出的原创性概念,但其基本思想和方法论精髓贯穿于中国共产党领导的革命、建设、改革各个时段,经历了在实践上持续探索和在理论上不断建构的过程。经由中国共产党运用唯物史观的理论改造,破和立这两个源自中国传统破立观的抽象概念被赋予了具有社会变革意义的全新理论内涵,构成“破立并举”改革方法的坚实基础。由新民主主义革命开启,“破立并举”改革方法的理论建构历经早期孕育、初步阐释、拓展深化和系统完善四个阶段,反映了中国共产党基于社会变革的阶段性任务,对正确处理破和立辩证关系的实践探索和认识演进。“破立并举”改革方法既是具体意义上的工作方法和活动方式,又是总体意义上的认识方法和思想方法。在进一步全面深化改革的新征程上,必须坚持主观能动与客观规律辩证统一、党的领导与人民主体辩证统一、战略坚定与策略灵活辩证统一,才能将“破立并举”由抽象方法投射运用到现实实践中,更好发挥思想指引作用,推进当代中国的社会变革。 Although the concept of"Simultaneous Breaking and Establishing"(破立并举)was first articulated during the comprehensive deepening of reform in the New Era,its fundamental ideas and methodological essence have permeated every phase of the revolution,construction,and reform led by the Communist Party of China(CPC).Through continuous practical exploration and ongoing theoretical construction,the CPC has redefined the traditional Chinese dialectic of"breaking"and"establishing"by means of historical materialism,endowing these two originally abstract notions with new social-transformation significance and thereby laying a solid foundation for the reform method of"Simultaneous Breaking and Establishing".Beginning with the new democratic revolution,the theoretical construction of this method has passed through four stages—early gestation,initial elaboration,extended deepening,and systematic refinement—reflecting the CPC's evolving understanding of the dialectical relationship between breaking and establishing as shaped by the changing tasks of social transformation.The method operates both as a concrete working approach and as an overarching epistemological and ideological framework.In the new journey toward further comprehensive deepening of reform,three dialectical unities must be upheld:the unity of objective laws and subjective initiative,the unity of Party leadership and the people as masters of the country,and the unity of strategic resolve and tactical flexibility.Only in this way can the abstract method of"simultaneous breaking and establishing"be effectively translated into real-world practice,better fulfilling its role as an ideological guide and advancing contemporary China's social transformation.
