摘要
粮食主产区政策是由农业综合开发政策、利益补偿政策和产销协作政策构成的有机政策系统,对于促进区域协调发展和维护国家粮食安全具有重要意义。受国家战略转向及粮食产销形势变化引致的粮食安全压力驱动,我国粮食主产区政策变迁具有三大特征:在政策目标上由区域分工转向区域协调,在政策框架上由相对松散转向全面系统,在实施机制上由中央统筹转向中央统筹下的地方市场化合作。当前,国家应充分认识粮食主产区的动态变化,重新划定区域范围。在此基础上,以消除区域协调阻碍因素,迈向更高水平的区域分工作为政策目标;以利益补偿为统领,系统推进产销协作与农业综合开发作为政策框架;以中央统筹为主导,发挥市场的资源配置优势为实施机制。
The Major Grain-producing Regions Policy(MGPRP)constitutes an integrated policy system encompassing agricul-tural development,interest compensation,and production-marketing cooperation.It plays a crucial role in promoting regional coordinated development and ensuring national food security.Driven by shifts in national strategic priorities and pressures from changing grain production and marketing conditions,the MGPRP's evolution exhibits three key characteristics:a shift in policy goals from regional specialization toward regional coordination;a transition in policy framework from a relatively fragmented to a comprehensive and systematic architecture;and a change in implementation mechanisms from centralized central government planning to market-oriented interregional collaboration under central coordination.Currently,it is imperative for the state to rec-ognize the dynamic changes in major grain-producing regions and accordingly redefine their boundaries.Based on this,policy objectives should focus on removing barriers to regional coordination to achieve higher-level specialization;policy frameworks should be centered on interest compensation while systematically promoting production-marketing collaboration and integrated ag-ricultural development;and implementation mechanisms should combine strong central coordination with leveraging market forces for efficient resource allocation.
