摘要
大学生志愿者已成为参与社区治理进程中不可或缺的新生力量,然而其作用的有效发挥常受制于机制不健全等现实瓶颈。基于社会资本理论(SCT)与互动治理理论(IGT)的整合视角,选取了东、中、西部地区的3所代表性高校,通过多案例比较分析,结合问卷调查和深度访谈,系统剖析了当前大学生志愿者参与社区治理的实践模式、挑战与成效。结构方程模型(SEM)分析结果表明,社会资本的积累(特别是信任与网络)显著正向影响互动治理的质量(如校社协同效率),而结构化的互动治理实践亦能显著促进社会资本的增值,形成良性循环。服务“碎片化”、供需结构性错位、校社对接壁垒、激励与评估体系不完善、跨区域协同不足等问题依然普遍存在,且呈现地域性差异。基于此,构建“高校—社区—志愿者”三方联动机制,并从战略规划与顶层设计、多元主体协同体系、智慧化平台支撑、精准化激励与科学评估、系统化能力建设五个维度,细化了适应不同情境、具有普适性与韧性的长效机制建设路径,旨在为优化大学生志愿者参与社区治理提供更具深度的理论参考与实践指导。
College student volunteers have become an indispensable new force in the process of participating in community governance.However,the effective exertion of their role is often restricted by practical bottlenecks such as the imperfect mechanism.Based on the perspective of integrating social capital Theory(SCT)and Interactive Governance Theory(IGT),three representative universities in the eastern,central and western regions were selected.Through multi-case comparative analysis,combined with questionnaire surveys and in-depth interviews,the current practical models,challenges and achievements of college student volunteers'participation in community governance were systematically analyzed.The results of the Structural Equation Model(SEM)analysis show that the accumulation of social capital(especially trust and network)significantly positively affects the quality of interactive governance(such as the efficiency of school-community collaboration),and structured interactive governance practices can also significantly promote the appreciation of social capital,forming a virtuous cycle.Problems such as fragmented services,structural misalignment between supply and demand,barriers to connection between schools and communities,incomplete incentive and evaluation systems,and insufficient cross-regional collaboration still exist widely and show regional differences.Based on this,a tripartite linkage mechanism of“universities-communities-volunteers”has been established.From five dimensions,namely strategic planning and top-level design,a multisubject collaborative system,intelligent platform support,precise incentives and scientific assessment,and systematic capacity building,a long-term mechanism construction path that is adaptable to different scenarios and has universality and resilience has been refined.It aims to provide more in-depth theoretical references and practical guidance for optimizing the participation of college student volunteers in community governance.
