摘要
基于PMC指数(以下记为I_(PMC))模型对云南省2018—2024年乡村振兴政策体系进行量化分析,结果显示:政策在贯彻国家战略、统筹产业融合与环境治理等核心领域成效显著;省级法规系统性突出;市级政策可操作性强;配套细则责任规范清晰。量化评估显示:政策领域分布存在不均衡现象;部分领域政策供给与实施效能存在差异;政策动态调整机制与跨层级协同性仍须完善;中长期政策设计与现存问题诊断的针对性有待加强。为推动乡村振兴政策体系的科学化、长效化发展,建议挖掘特色资源、推动政策均衡布局,立足省情实际、提升政策效能,发挥区位优势、强化跨层级协同,聚焦发展痛点、优化政策时效设计,从而为政策制定与实施提供理论支撑与实践路径。
Based on the PMC index model,this study conducts a quantitative analysis of Yunnan Province’s rural revitalization policy system from 2018 to 2024.The results show that the policies have achieved remarkable results in core areas such as implementing national strategies,coordinating industrial integration,and environmental governance.Provincial regulations are highly systematic,municipal policies are highly operable,and supporting rules feature clear accountability norms.Quantitative evaluation indicates that there is an imbalance in the distribution of policy fields,with discrepancies between policy supply and implementation effectiveness in some areas.The dynamic policy adjust-ment mechanism and cross-level coordination still need to be improved,and the pertinence of medium and long-term policy design and diagnosis of existing problems need to be strengthened.To promote the scientific and sustainable de-velopment of the rural revitalization policy system,it is suggested to explore distinctive local resources to promote bal-anced policy distribution,enhance policy effectiveness based on provincial realities,strengthen cross-level coordination by capitalizing on geographical advantages,focus on key developmental challenges,and optimize policy time-effectiveness design,thereby providing theoretical support and practical paths for policy formulation and implementation.
