创新驱动与绩效驱动:高校科研组织的两种实践逻辑

摘要 高校科研组织普遍存在创新驱动与绩效驱动两种典型的实践逻辑,并在科研目标、资源配置、研究过程以及成果产出四个维度呈现不同的分化特征。两种逻辑各有其价值合理性和适用边界,共同构成了当代高校科研组织的实践图景。高校科研组织的逻辑选择具有明显的情境依赖性:在高资源支持、偏基础学科、宽松政策环境的情境下,科研组织倾向于采用创新驱动逻辑;在低资源支持、偏应用学科、严格评价制度的情境下,则更倾向于绩效驱动逻辑。两种实践逻辑之间的结构性冲突主要表现为学术自主性与组织控制性的价值冲突、知识生产的内在时间性与绩效管理的外在节律性矛盾,以及规模扩张的效率追求与创新质量的品质提升之间的悖论。 University research organizations commonly operate under two distinct practice logics—innovation-driven and performance-driven—which exhibit differentiated characteristics across four dimensions:research objectives,resource allocation,research processes,and outcome production.Both logics possess their own value rationality and applicable boundaries,collectively constituting the practical landscape of contemporary university research organiza⁃tions.The logic selection within university research organizations demonstrates significant contextual dependency:in environments characterized by high resource support,orientation toward basic disciplines,and flexible policy frame⁃works,research organizations tend to adopt innovation-driven logic;conversely,in contexts of limited resources,applied disciplinary focus,and stringent evaluation systems,organizations gravitate toward performance-driven log⁃ic.The structural conflicts between these two practice logics primarily manifest as value tensions between academic autonomy and organizational control,contradictions between the intrinsic temporality of knowledge production and the extrinsic imposed rhythm of performance management,and paradoxes between efficiency-oriented scale expan⁃sion and quality-focused innovation enhancement.
