摘要
[目的/意义]智库数字化转型对建设中国特色新型智库、推进国家治理体系和治理能力现代化具有重要意义。[方法/过程]针对现有研究对智库数字化转型“是什么”“为什么”“怎么转”不够系统充分的现状,本文首先界定了智库数字化转型的概念,提出其提高研究质量、提升咨政时效、优化组织管理和创新商业模式四重价值;其次,以277篇相关数字化转型研究文献涵盖的1,606个影响要素作为研究对象,使用CiteSpace软件进行共词聚类等可视化分析,得出“创新驱动、数据资源、数字生态、信息资源、数字文化、数字技术、数字领导力、数字人才、战略规划、数字平台”十类主题分布。[结果/结论]本文整合归纳形成了智库数字化转型行动框架,提出转战略、聚数据、搭平台、强人才、融技术和建生态六个实施路径,为加速推动智库数字化转型提供参考。
[Purpose/Significance]The digital transformation of think tanks is of great significance for build-ing a new type of think tank with Chinese characteristics,and promoting the modernization of the national gover-nance system and governance capabilities.[Method/Process]Focusing on the insufficient systematic research of“what,why and how to transform”in research of think tank digital transformation,this paper defines the concept of think tank digital transformation for the first time,and proposes that it has multiple values:Improving the qual-ity of research,enhancing the timeliness of providing policy advice,optimize organizational management,and in-novating business models.Then,1,606 elements covered by 277 digital transformation research literature are used as the research object,and visual analysis such as co-word clustering is conducted using CiteSpace.Based on the distribution of ten themes,namely“Tnnovation driven,data resources,digital ecology,information resources,dig-ital culture,digital technology,digital leadership,digital talent,strategic planning,digital platforms”,a think tank digital transformation action framework with full element linkage is formed.[Result/Conclusion]Six action paths are proposed,including strategy transformation,data aggregation,platform building,execution strengthening,business expansion,and ecological construction,to provide reference for accelerating the digital transformation of think tanks.
