摘要
新质生产力赋能地方高校服务区域高质量发展,本质上要求地方高校打破传统的办学边界,聚焦与区域高质量发展的适配性,从人才培养、科学研究、社会服务、文化传承与创新、国际交流合作的维度上实现系统性重塑。遵循生产力要素重构、生产模式范式转换、人才供给能力体系化升级、生产价值创造颠覆性变革的内在逻辑,通过以创新驱动赋能提质增效、以要素优化发挥聚集效应、以区域发展实现价值创造的作用规律,使地方高校成为新质生产力的培育者、传播者与践行者。尽管新质生产力赋能地方高校服务区域高质量发展具有政策红利保障,并取得区域因地制宜发展的初步成效,但因内生动力不足、外部生态薄弱、政策机制不畅导致存在结构性矛盾突出、资源整合作用乏力和协同机制缺位的现实困境。为此,在新质生产力的适配性赋能效应下,地方高校需在办学定位上构建“区域需求导向”的发展战略、人才培养上构建“新质能力导向”的育人体系、学科专业上构建“动态进化”的学科生态、科技创新上构建“全链条贯通”的转化体系、资源整合上构建“多元协同”的创新生态、制度保障上构建“激励相容”的政策体系,才能有效实现新质生产力赋能地方高校服务区域高质量发展的目标任务。
The new quality productive forces leverage local universities to support the high-quality development of the region,which essentially requires local universities to break the traditional boundaries of running schools,focus on the adaptability of the regional high-quality development,and realize systematic reshaping from the dimensions of university talent training,scientific research,social services,cultural inheritance and innovation,and international exchanges and cooperation.Following the internal logic of the reconstruction of productivity factors,the paradigm transformation of production mode,the systematic upgrading of talent supply capacity,and the subversive change of production value creation,local universities have become cultivators,disseminators and practitioners of new quality productive forces through innovation-driven empowerment to improve quality and efficiency,factor optimization to play an agglomeration effect,and regional development to achieve value creation.The new quality productive forces have empowered local universities to support the high-quality development of the region with the policy dividend guarantee and achieved initial effect in regional development in light of actual conditions,but such practical dfficulties can still be found as prominent structural contradictions,weak resource integration and lack of coordination mechanism due to insufficient endogenous power,weak external ecology and poor policy mechanism.To this end,under the adaptability empowering effect of new quality productive forces,local universities can enhance the system of building a"regional demand-oriented"development strategy in terms of schooling positioning,a"new quality ability-oriented"education system in talent training,a"dynamic evolutionary"disciplinary ecology in disciplines and specialties,a transformation system of"fully-chained connectivity"in scientific and technological innovation,an innovation ecology of"multiple collaboration"in resource integration,and a policy system of "incentive compatibility"in institutional guarantee.By doing so,they will effectively realize the goal and task of supporting the high-quality development of the region driven by new quality productive forces.
