摘要
本研究基于政策工具与政策主题二维分析框架,采用内容分析法,运用NVivo12质性分析软件,对鄂湘赣三省市级层面的134篇体育旅游政策文本进行了量化分析。研究发现:长江中游城市群体育旅游政策呈现重环境型、轻需求型工具结构失衡特征;供给型工具内部聚焦项目培育主题,需求型工具中政府购买工具严重缺失。在政策主题分布上,产品开发与保障机制占据主导,而基础设施建设关注不足。此外,三省政策协同缺位,存在资源同质化、跨域联动不足及执行机制碎片化等问题。为进一步完善区域体育旅游政策体系,建议优化政策工具组合结构,强化需求型工具的市场驱动效能;制定基础设施专项规划,推动水陆空立体开发与科技赋能的跨域协同;建立政策效能动态评估机制,通过供需动态衔接与立体治理格局推动区域体育旅游高质量发展。
Based on a two-dimensional analytical framework integrating policy instruments and policy themes,this study employs content analysis and NVivo12 qualitative analysis software to conduct a quantitative analysis of 134 municipal-level sports tourism policy texts from Hubei,Hunan,and Jiangxi provinces.The findings reveal that the sports tourism policies in the middle reaches of the Yangtze River city cluster exhibit structural imbalances,characterized by an overemphasis on environmental-type tools and a neglect of demand-side tools.Within supply-side tools,the focus lies predominantly on project cultivation,while demand-side tools suffer from a severe lack of government procurement tools.Regarding policy themes,product development and safeguard mechanisms dominate,whereas infrastructure development receives insufficient attention.Additionally,interprovincial policy coordination is absent,leading to issues such as resource homogenization,inadequate cross-regional collaboration,and fragmented implementation mechanisms.To refine the regional sports tourism policy system,this study proposes optimizing the structural composition of policy instruments to enhance the market-driven efficacy of demand-side tools,formulating specialized infrastructure planning to promote three-dimensional(land,water,and air)development and technology-empowered cross-regional collaboration,and establishing a dynamic policy effectiveness evaluation mechanism.These measures aim to achieve high-quality development of regional sports tourism through demand-supply alignment and integrated governance.
