摘要
高层次创新人才是激活城市创新、推动区域高质量发展的“第一动力”。如何优化引才、育才、留才政策,进而提升高层次创新人才数量与质量,是一个城市实现区域经济转型和高质量发展过程中亟须解决的关键问题。基于此,首先分析了高层次创新人才“引育留”对河南发展的战略意义,然后从引才困境、育才困境、留才困境、协同困境四个方面深入剖析了河南高层次创新人才“引育留”过程中面临的现实困境,最后结合河南发展现状,分别从强化引才策略、优化育才体系、完善留才措施、加强协同合作等方面提出针对性对策建议。
High-level innovative talents are the primary driving force to activate urban innovation and promote re⁃gional high-quality development.How to optimize the policy for attracting,cultivating and retaining tal⁃ents,and then improve the quantity and quality of high-level innovative talents,is a key issue that needs to be solved in the process of regional economic transformation and high-quality development of a city.Against this background,this paper first analyzes the strategic significance of attracting,cultivating,and retaining high-level innovative talents for Henan Province.It then explores the practical challenges Henan faces in four key areas:attracting talents,cultivating talents,retaining talents,and ensuring coordination.Finally,combining with the current development situation of Henan,it puts forward targeted countermea⁃sures from the aspects of strengthening the attraction strategy,optimizing cultivation system,improving re⁃tention measures,and enhancing the coordinated cooperation.
