摘要
基于政策执行网络理论,文章从轨迹分析、生成机制、效能问题三个层面提出对农政策人际扩散网络的分析框架,结合社会网络分析和实地调查,探究数字时代乡土社会政治沟通的新规律,并与人际传播、社会关系领域的经典理论对话。研究发现,从核心层到过渡层再到边缘层,村民的社会属性呈明显的梯度变化,核心圈层体现为制度性权威与新乡村精英的双轨传播。互联网情境下,数字媒介对政策扩散关系的生成发挥着增能和替代的双重效应,流动社会中社会关系对政策扩散网络的嵌入特征发生了明显的现代性转向。在与生产、生活信息进行横向对比后发现,政策扩散存在结构性缺陷与关系区隔,低活跃度与弱中介性会制约村民的传播潜力。文章提出,应超越对数字媒介的乐观预设及强弱关系的二元对立范式来理解政治沟通问题,并结合乡土社会的地方性知识,促进政策的跨圈层流动。
Based on the policy implementation network theory,an analytical framework for the interpersonal diffusion network of agricultural policy is proposed from three aspects:trajectory analysis,generation mechanism,and efficiency issues.Combining social network analysis and field investigation,this study explores the new rules of political communication in rural society in the digital age and engages in dialogue with classical theories in the fields of interpersonal communication and social relations.The study finds that,from the core layer through the transitional layer to the peripheral layer,the social attributes of rural residents show a clear gradient change.The core layer is characterized by the dual-track communication of institutional authority and new rural elites.In the digital age,the involvement of digital media has a dual effect of empowerment and substitution on the formation of policy diffusion relationships.In the mobile society,the embedded characteristics of social relations in the policy diffusion network have undergone a significant modern turn.After making a horizontal comparison with production and living information,the study finds that there are structural defects and relational segregation in policy diffusion.Low activity and weak intermediacy will restrict the communication potential of villagers.The study also reveals that we should go beyond the optimistic assumptions about digital media and the binary opposition paradigm of"strong-weak ties"to understand political communication issues.It is necessary to combine the local knowledge of rural society to promote the crosscircle flow of policy.
