气候投融资视角下的林业碳汇建设问题与策略——以兰州市为例

Problems and Strategies of Forestry Carbon Sink Construction From the Perspective of Climate Investment and Financing——A Case Study of Lanzhou City

摘要 在全球应对气候变化、我国积极推进“碳达峰”“碳中和”的大背景下,兰州市作为全国首批国家气候投融资试点城市,其林业碳汇建设对区域生态安全和低碳发展意义重大。本研究聚焦兰州市林业碳汇,综合运用生物量换算因子法、影子工程法等方法评估其碳储量与价值,分析现状及问题。研究发现,兰州市森林生态系统碳储量为64.55 Tg,不同林地类型的碳储量和生态系统服务价值存在差异。为推动林业碳汇发展,兰州市应加强顶层设计,将生态、经济与科研深度融合;坚持科技创新,促进数据共享与技术研发;融合市场机制,完善政策法规;打造人才、制度和金融多重保障体系。本研究为兰州市及相似地区林业碳汇建设提供了科学依据和实践参考,有助于推动区域可持续发展,助力国家“双碳”目标实现。 In the context of global efforts to address climate change and China's active promotion of carbon peaking and carbon neutrality,Lanzhou city,as one of the first batch of national climate investment and financing pilot cities,its forestry carbon sink construction is of great significance for regional ecological security and low-carbon development.This study focuses on the forestry carbon sink in Lanzhou city.Methods such as the biomass conversion factor method and the shadow project method are comprehensively used to evaluate its carbon storage and value,and analyze the current situation and problems.The research shows that the carbon storage of Lanzhou's forest ecosystem is 64.55 Tg,and there are differences in carbon storage and ecosystem service values among different forest land types.To promote the development of forestry carbon sinks,Lanzhou city should strengthen top-level design and deeply integrate ecology,economy and scientific research;adhere to scientific and technological innovation and promote data sharing and technology research and development;integrate market mechanisms and improve policies and regulations;build multiple guarantee systems for talents,systems and finance.This study provides a scientific basis and practical reference for the forestry carbon sink construction in Lanzhou city and similar regions,which is helpful to promote regional sustainable development and facilitate the realization of the national carbon peaking and carbon neutrality goals.
