摘要
随着能源低碳转型加速,新能源发电装机规模不断攀升,在推动电力系统清洁低碳发展的同时也给其安全稳定运行带来更大挑战。作为全球新能源发展的引领者,我国新型电力系统建设和新能源高质量发展面临的形势愈加复杂。如何适应高比例新能源电力系统的特点,完善市场机制,构建统一电力市场体系,成为新型电力系统建设和新一轮电力改革的紧迫任务。本文首先立足我国电力市场建设现状,识别新能源参与电力市场面临的突出挑战;然后重点梳理国外高比例新能源电力市场的建设经验,深入分析各国新能源电力市场的关键设计,总结提炼统一电力市场建设中的共性问题和解决方法;最后充分借鉴国际电力市场建设经验,结合我国实际,面向高比例新能源统一电力市场体系的建设目标提出相关建议。
As the acceleration of the low-carbon transition of energy system,the installed capacity of renewable energy generation in China has continued to climb,driving the clean and low-carbon development of the power system while simultaneously posing greater challenges to its safe and stable operation.As a global leader in renewable energy development,China faces an increasingly complex landscape in the construction of its new power system and the high-quality development of renewable energy.The urgent task now is to adapt to the characteristics of power systems with a high proportion of renewable energy,improve market mechanisms,and establish a unified power market system.This paper begins by examining the current state of China's power market construction and identifying the prominent challenges faced by renewable energy participation in the power market.It then focuses on reviewing the experiences of international power markets with a high proportion of renewable energy,conducting an in-depth analysis of the key designs of these markets,and summarizing common issues and solutions encountered in the construction of unified power markets.Finally,drawing heavily on international power market construction experience and taking into account China's unique circumstances,the article proposes relevant suggestions for the construction goal of a unified power market system with a high proportion of renewable energy.
