摘要
在全球能源转型背景下,中国新能源持续快速建设,但消纳问题也不断凸显,传统的补偿模式很难平衡新能源消纳中的各方主体诉求,通过市场机制解决市场主体的利益平衡成为各方共识。对省级新能源参与现货市场的市场设计进行思考和展望,首先研究了考虑新能源快速增长下的美国PJM电力市场设计变化与调整。在此基础上,研究了浙江省新能源的现状、发展以及未来面临的消纳问题,进而提出了考虑新能源消纳分阶段模式演化的省级电力市场设计。最后以浙江省运行数据为例,基于目前新能源低占比场景以及未来新能源高占比的假设场景,对新能源不同市场参与模式的消纳情况和收益进行了算例计算和比对分析。根据新能源与现货市场的发展情况,渐进地选取新能源参与现货市场的模式;3种模式中,新能源以报量报价形式参与市场能够使社会整体效益最大化。
Under the background of global energy transition,China’s variable renewable energy continues to develop rapidly,but the consumption issue has become increasingly prominent.It is difficult to use the traditional compensation model to balance the appeals of all parties during the process of variable renewable energy consumption.It has become the consensus to utilize market mechanism to balance the interests of all market players.The paper considers and prospects the market design considering variable renewable energy participating in the provincial spot market.Firstly,market design changes and adjustments of PJM’s power market with a rapid growth of variable renewable energy are analyzed.On the basis,the current situation,development and consumption issue of Zhejiang Province is described.Furthermore,a provincial and three-staged power market design is proposed considering variable renewable energy evolution.Finally,based on the current scenario with a low proportion of variable renewable energy and the hypothetical scenario with a high proportion,a numerical example is calculated using the operating data of Zhejiang.The consumption and incomes comparative analysis of different market participation modes is carried out.According to the development of variable renewable energy and spot market,variable renewable energy participating modes in the spot market can be chosen gradually.Among the three modes considered,the variable renewable energy bid form with volume and price can maximize the overall society benefits.
