摘要
党的二十大首次提出加快规划建设新型能源体系建设,是充分体现我国能源转型新要求的重大发展战略。为了落实党的二十大报告的精神,许多学者对新型能源体系的内涵特征和实施路径进行了广泛探讨,对推动新型能源体系建设发挥了积极作用。本文在对各种学术观点进行评述的基础上,直面我国新型能源体系建设中面临的问题,并借鉴德国、荷兰及西班牙新型能源体系建设的国际经验,从各类能源定位、能源安全、技术路线、能源市场的建设与改革等方面提出加快规划建设新型能源体系的政策建议。进一步,本文从三个维度提出了新型能源体系建设的未来研究方向,一是进行新型能源体系建设的实践应用研究;二是开展新型能源体系建设中储能价值实现的微观机制研究;三是从构建跨学科研究团队、技术突破路径、资金与政策支持、市场需求匹配、数字化赋能等视角探讨如何实现电力产业链技术创新和管理创新。
The 20th National Congress of the Communist Party of China first proposed accelerating the construction of a new energy system,marking a major strategic initiative that aligns with the nation’s energy transition.In response to this call,scholars have extensively explored the connotations,characteristics,and implementation pathways of this system,contributing positively to its development.The present paper reviews various academic perspectives,identifies challenges in China’s new energy system construction,and draws on international experiences from Germany,the Netherlands,and Spain.Policy recommendations are proposed in areas such as energy positioning,energy security,technological pathways,and energy market reform.Furthermore,the paper outlines three future research directions:practical applications of the new energy system,micro-mechanisms for realizing the value of energy storage,and achieving technological and management innovation in the electricity industry chain from perspectives like interdisciplinary research team establishment,technological breakthroughs,funding and policy support,market alignment,and digital empowerment.
