摘要
                
                    健全我国家校社协同育人机制是新时代落实立德树人根本任务和高质量教育体系建设的应有之义,自上而下的政策推动是家校社协同育人推进的主要路径。我国家校社协同育人政策经历了家校共育思想显现的政策萌芽阶段、家校社合作制度化的政策探索阶段、家校社合作走向协同育人的政策实践阶段,以及家校社协同育人机制正式构建的政策完善阶段。基于多源流理论分析发现:家校社协同育人政策变迁是问题、政策、政治三股源流交互作用的结果,其中家庭教育错位、学校教育让位和社会教育空位构成家校社协同育人的问题源流;代表委员的建言献策和专家学者的系统研究形成家校社协同育人的政策源流;党中央的高度重视与公众的强烈诉求构成家校社协同育人的政治源流。随着全域教育时代的到来,家庭、学校、社会三方的教育时空边界正在被重构。为有效提高家校社协同育人政策议程设置的科学性与前瞻性,家校社协同育人政策发展应采取以下优化路径:以问题源流为导向,关注社会现实问题;以政策源流为重心,搭建利益表达平台;以政治源流为核心,优化政策治理环境;发挥政策创新家的积极作用,精准把握“政策之窗”开启时机。
                
                Improving the talent cultivation mechanism for collaborative education between families,schools and societies in China is both the fundamental task of cultivating virtues and nurturing talents and a prerequisite for building a high-quality education system in the new era.The top-down policy promotion is the main path for promoting collaborative education between families,schools,and societies.The talent cul-tivation policy of collaborative education between families,schools and societies in China has gone through the stages of policy emergence of the family-school co-education idea,policy exploration of institutionaliza-tion of cooperation between families,schools,and societies,policy practice of cooperation between families,schools,and societies toward collaborative education,and policy improvement of the formal construction of the collaborative education mechanism between the three parties.The analysis of multi-source flow theory shows that the policy changes of collaborative education between families,schools,and societies are the re-sult of the interaction of three sources,including problems,policies,and politics.Among them,the mis-match of family education,the yielding of school education,and the lack of social education constitute the problem sources of collaborative education between the three parties.The suggestions and recommendations of representative committee members and the systematic research of experts and scholars serve as the policy source of collaborative education between families,schools,and communities.The much attention paid by the Party Central Committee and the strong emotional demand of the public constitute the political source of collaborative education between the three parties.With the advent of the era of all-around education,the spatio-temporal education boundaries between families,schools,and societies are being reconstructed.To effectively improve the scientific and forward-looking properties of the agenda setting of the policy of collab-orative education between families,schools,and societies,the development of the policy of collaborative education between the three parties should adopt the following optimization path.The problem sources should be employed as the basis,with the focus on social reality problems.Meanwhile,a platform for ex-pressing interests should be built,with the attention paid to the policy source.The political source should be taken as the core to optimize the policy governance environment.Finally,the active role of policy inno-vators should be given full play to,thus deeply grasping the"policy window".
