摘要
在新时代国家文化强国与高质量发展双重战略语境下,文化与旅游融合已成为推动文化传承创新、优化公共服务供给与重构产业价值链的重要路径。本文基于“互动机制—实践路径—治理建议”的三维框架,厘清文旅融合在产业与公共事业双向空间中的协同逻辑,构建出“制度嵌入—市场耦联—技术渗透”的多维互动机制模型。通过结合典型实践案例,揭示出融合过程中存在的文化异化、技术壁垒、治理碎片化等深层困境。在此基础上,提出多项制度型治理创新建议,旨在实现文化本真性与市场效率的双向激活,推动文旅融合从要素叠加走向结构重构,为构建具有中国特色的文化经济治理体系提供理论支撑与现实路径。
In the new era,under the dual strategic context of building a cultural powerhouse and pursuing high-quality development,the integration of culture and tourism has become a key pathway for promoting cultural inheritance and innovation,optimising public service provision,and restructuring industrial value chains.This paper employs a three-dimensional framework of interactive mechanismspractical pathways-governance recommendations'to clarify the synergistic logic of cultural and tourism integration in both industrial and public service domains,and constructs a multi-dimensional interactive mechanism model of institutional embeddingmarket couplingtechnological penetration.'By combining typical practical cases,it reveals the deep-seated challenges in the integration process,such as cultural alienation,technological barriers,and fragmented governance.Based on this,it proposes several institutional governance innovation recommendations aimed at achieving the dual activation of cultural authenticity and market efficiency,driving the integration of culture and tourism from elemental aggregation to structural reconstruction,and providing theoretical support and practical pathways for building a Chinese-characterised cultural economic governance system.
