当代境外人口管理经验与启示

摘要人口管理是世界各国(地区)不可或缺的一项基础性工作,特别是发达国家都建立起较为成熟的人口管理体系。尽管各国(地区)人口管理的理念和模式有所不同,但其发展演化存在一定的规律和共性,具有迁徙权利法治化、公共服务均等化、管理手段数智化和信息保护严格化等一些明显的趋势性特征。公安机关是我国人口管理的主要职能部门,负责常住人口、流动人口、重点人口以及境外人员等管理工作。公安机关主要通过户籍管理以及各种身份证件管理来实现人口的有序管理。除身份证与境外人员管理相对较为规范外,当前我国户籍管理、流动人口管理和重点人口管理立法滞后、各地做法不一,亟需予以规范和完善。总结境外人口管理经验做法,把握境外人口管理发展趋势,对改进我国人口管理、建立统一的现代人口管理制度具有重要借鉴意义。 Population management is an essential foundational task for countries(regions)around the world,especially developed countries that have established relatively mature population management systems.Although the concepts and models of population management vary among countries(regions),there are certain patterns and commonalities in their development and evolution,with some obvious trend characteristics such as legalization of migration rights,equalization of public services,digitization of management methods,and strict information protection.The public security organ is the main functional department of population management in China,responsible for the population management of permanent population,floating population,key population and overseas personnel.The public security organ realizes the orderly management of population mainly through the management of registered residence and various identity documents.In addition to the relatively standardized management of ID cards and overseas personnel,the current legislation on registered residence registration management,floating population management and key population management in China lags behind,and the practices of different regions are different,which need to be standardized and improved urgently.Summarizing the experience and practice of population management outside the region and grasping the development trend of population management outside the region are of great significance for improving China's population management and establishing a unified modern population management system.
