摘要
社区治理共同体是社会治理共同体的基本单元,体现了中国式现代化进程中社会治理的人民立场,彰显了习近平总书记的人民情怀。社区治理共同体是构建社会治理自主知识体系的范式创新,中国式现代化赋予社区治理共同体人民性特质,中国式现代化的人民立场诠释了社区治理共同体何以可为。现有社区治理共同体研究主要围绕内涵解读、主体观照、构建路径三个方面展开;与此同时,还要清晰地看到治理实践中的结构偏差、机制失灵、体制障碍以及文化滞后导致其何以难为。因此,在中国式现代化人民立场的指导下,要把党的二十届三中全会提出的六个必须坚持的重大原则和构建社区治理共同体的实践相结合,着力破解社区治理难题,以期加强和创新社会治理。
The Community Governance Community can be defined as a synergistic governance network and action system formed by multiple subjects—including government organizations,market entities,social organizations,and community residents—based on common interests and public value goals through institutionalized consultation,shared responsibilities,and resource integration in the field of grassroots social governance.In terms of subordination,the community governance community is the basic unit of the social governance community applied to urban communities,and it is the practice of the social governance community characterized by“Party leadership,governmental accountability,democratic consultation,social collaboration,public participation,rule-of-law safeguards,and technological support”in urban communities.Chinese modernization is an innovative model for national development.Its path to governance modernization is based on grassroots governance and ensures people’s livelihood and national stability under the Party’s comprehensive leadership.The proposal of the social governance community marks an upgrade in governance concepts.This theory selectively incorporates elements of Western governance traditions compatible with China’s national conditions while keeps the value pursuit of“put the people in the first place”.The theory anchors modernization goals in the comprehensive development of individuals and social fairness and justice,adhering to the fundamental position of Marxism,and it is unified in the governance logic of the Communist Party of China of being“people-centered”,jointly constituting the ethical foundation of the theoretical system of socialism with Chinese characteristics.As an innovation in governance paradigms,the community governance community demonstrates the people-oriented nature through“co-construction,co-governance,and sharing”.It transforms the Marxist view of the people into institutional practice,constructs an autonomous knowledge system for social governance in China,embodies the socialist essence of“development for the people’s well-being”,and responds to the global governance efficiency problem with systematic innovation.The construction of the community governance community in China faces four major challenges.First,structural deviation in community governance innovation leads to the intensification of the“stranger”society.Second,mechanism failure in community governance innovation leads to the accelerated spillover of community conflicts.Third,institutional obstacles in community governance innovation lead to imbalanced relationship between the government and society.Fourth,cultural lag in community governance innovation leads to the loss of community publicness.Combining the“Six Adherences”with the practical path of building the community governance community can solve community governance problems and construct an autonomous governance system of“co-construction,co-governance,and sharing”.First,adhere to and strengthen the leadership of the Party to provide political guarantees for building the community governance community.Second,adhere to a people-centered principle to forge a sense of community for building the community governance community.Third,adhere to upholding orthodoxy while promoting innovation to enhance governance efficiency in building the community governance community.Fourth,adhere to institutional building as the main line to provide a reform direction for building the community governance community.Fifth,adhere to comprehensive rule of law to provide legal guarantees for building the community governance community.Sixth,adhere to a systematic perspective to provide a theory and methodology for building the community governance community.
