The Theoretical Logic and Realization Path of New Rural Collective Economy to Promote Farmers'Income Growth

摘要坚持“路径-目标”导向,文章基于生产端的资源编排和分配端的利益联结双重路径的互促共进构建“资源编排-利益联结-收入渠道-农户增收”的新型农村集体经济发展促进农户增收的理论分析框架,并结合湖北省武汉市黄陂区杜堂村的案例调查,解析新型农村集体经济发展促进农户增收的实现路径。研究发现,资源编排与利益联结是新型农村集体经济发展促进农户增收的有效路径:资源编排通过“资源组织-资源捆绑-资源撬动”的迭代跃升从生产层面推动乡村资源资产经济价值实现、新型农村集体经济提质增效以促进农户增收;利益联结经由“风险共担-个体积累-红利共享”的协同并进从分配层面推动新型农村集体经济多元主体共担经营风险、共享发展收益以促进农户增收;资源编排与利益联结协同共促农户收入渠道的巩固拓展,进而促进农户持续增收。 Adhering to a"path-goal"orientation,this study constructs a theoretical analytical framework for enhancing farmers income through the development of new rural collective economy.This framework integrates dual pathways of mutual advancementresource orchestration at the production end and benefit linkage at the distribution end-forming a model of"resource orchestration-benefit linkage-income channels-farmers'income growth".A case study of Dutang Village in Huangpi District,Wuhan City,Hubei Province,is used to analyze the mechanisms through which the development of new rural collective economy promotes farmers'income.The study finds that resource orchestration and benefit linkage are effective pathways through which the development of new rural collective economy promotes farmers'income.Resource orchestration facilitates the realization of economic value from rural resource assets and enhances the quality and efficiency of the new rural collective economy at the production level through an iterative progression of"resource organization-resource bundling-resource leverage",thereby promoting farmers'income.Benefit linkage drives multi-stakeholder collaboration and shared development benefits at the distribution level through the coordinated process of"risk sharing-individual accumulation-dividend sharing",promoting farmers'income by ensuring shared operational risks and growth benefits.The synergy between resource orchestration and benefit linkage consolidates and expands income channels for farmers,facilitating sustainable income growth.
