摘要
2020年3月,中共中央和国务院联合发布《关于构建更加完善的要素市场化配置体制机制的意见》,对土地要素的市场化配置进行了系统性规划。在此背景下,生态用地作为生态系统服务的基础,被视作保障生态价值和提升生态资本的关键要素。然而,目前生态用地要素市场化尚不成熟,生态产权模糊致使权属界定存疑,在生态产权制度不健全的条件下,生态用地交易的市场化进程无法加速、市场范围受限,耕地使用率较低。为实现生态用地市场化,最大限度调动耕地生产力,应当完善生态产权制度,建立生态用地市场化交易体系,疏通生态价值转化的市场渠道。
In March 2020,the Central Committee of the Communist Party of China and the State Council jointly issued the"Opinion on Building a More Complete Mechanism for Market-oriented Allocation of Factors",which provided a systematic plan for the market-oriented allocation of land factors.In this context,ecological land,as the foundation of ecosystem services,is regarded as a critical element for safeguarding ecological value and enhancing ecological capital.However,the marketization of ecological land factors is currently not mature,and ambiguous ecological property rights have led to uncertainties in ownership definition.Under the condition of an incomplete ecological property rights system,the marketization process of ecological land transactions cannot be accelerated,resulting in limited market scope and lower utilization rates of farmland.To achieve the marketization of ecological land and maximize the productivity of cultivated land,it is essential to improve the ecological property rights system,establish a market-based transaction system for ecological land,and facilitate market channels for the transformation of ecological value.
