情报视角下的量子信息技术发展战略国际比较

International comparison of the development strategies of quantum information technology from the perspective of intelligence

摘要 从情报视角剖析量子信息技术发展的内在机理,分析其对变革现有情报体系的颠覆性作用,以在变革重塑信息系统中实现国家核心利益和保持安全稳定。运用案例分析法和比较研究法,对世界主要国家和地区各具特色的量子信息技术发展战略进行系统性研究分析:美国在多部门协同中全面部署实施量子信息技术发展战略;中国注重规模性战略规划引领;欧盟集中各国力量推进重点领域研发;英国聚焦商业化发展实施定期计划;日本依靠国家创新系统逐步实现量子科技发展目标。整体来看,国家规划引导对量子信息技术突破发展产生积极作用。应进一步完善情报体系,优化研发生态,协同国际竞争与合作,密切研究与情报,以高效情报工作有力推动量子信息技术领域实现突破创新。 In order to better realize the core interests of the country and ensure its security and stability during the transformation and reshaping of the information system,this paper analyzes the internal mechanism of the development of quantum information technology from an intelligence perspective,as well as its subversive impact on transforming the existing intelligence system.By using the case-analysis method and comparative research method,a systematic study and analysis are conducted on the distinctive development strategies of quantum information technology in major countries and regions around the world.The United States comprehensively deploys and implements its quantum information technology development strategy through multi-departmental coordination.China attaches great importance to large-scale strategic planning and guidance.The European Union pools the efforts of its member states to promote R&D in key areas.The United Kingdom focuses on commercial development and implements regular plans.Japan gradually achieves its quantum technology development goals relying on its national innovation system.Overall,national planning and guidance play a positive role in the breakthrough and development of quantum information technology.Therefore,it is necessary to further improve the intelligence system,optimize the R&D ecosystem,coordinate international competition and cooperation,and closely integrate research and intelligence,so as to vigorously promote the breakthrough and innovation of quantum information technology with the support of efficient intelligence work.
