摘要
英国政府从2013年开始实施英国国家量子技术计划(NQTP),希望能抢占未来量子技术全球市场的先机。在计划的第一阶段,共投入了约3.8亿英镑,从2019年开始进入计划的第二阶段,预期将投入更多资金。研究英国量子计划的实施特点和模式,可以对我国的科技计划实施管理提供一定的借鉴。本文介绍了计划实施的背景、第一和第二阶段计划、整体战略目标和组织管理模式、主要研究方向与实施效果,并在此基础上提出了计划给我们带来的启示。
UK National Quantum Technology Programme(NQTP)was established in 2013 to give the UK a world-leading position in the emerging new quantum technology markets.UK has invested￡380 M in the initial phase.The second phase started at the end of 2019 with more investment.Studying on the features of NQTP can provide experiences for programme management in China.This paper analyses the background,the initial and second phase,strategy and governance,key focus areas and etc.On the basis of analysis,this paper tries to give suggestions on programme management in China.
