摘要
为改善企业安全生产环境,促进自主管理模式的不断完善,需要通过安全文化提升企业安全自主管理水平,实现企业的本质安全。本文立足于文化自信,通过理论阐释,分析中华优秀传统文化在安全管理中的作用,阐明了“仁义礼智信”五常文化的理论内涵并挖掘其中的管理智慧,提炼出理念、行为、制度、技术、环境5个层面,以此为基础构建特色安全自主管理框架。结合实际,在系统分析国家管网集团北方管道公司安全管理现状基础上,提出将传统智慧与现代安全管理工具结合的建设思路,有效提升员工风险识别、风险管控与消减、应急处置3种能力,强化责任落实,为企业实现高质量发展奠定坚实的安全基础。
In order to improve corporate work safety environment and promote the continuous improvement of the self-management model,it is imperative to elevate enterprises’safety self-management capabilities through the safety culture development,thereby achieving the intrinsic safety of enterprises.In this paper,grounded in the cultural confidence,and through theoretically clarifying,the role of the fine traditional Chinese culture in the safety management was analyzed,and the theoretical connotations of the“five constants”(“benevolence,righteousness,propriety,wisdom,and faithfulness”)were expounded while excavating their managerial wisdom.Five dimensions of idea,behavior,institution,technology,and environment were extracted to construct a distinctive safety self-management framework.Based on practical analysis of the current situation of the safety management in Northern Pipeline Company,a construction approach combining the traditional wisdom with modern safety management tools was proposed to effectively enhance the three abilities of employee risk identification,risk control and mitigation,and emergency response,strengthen the implementation of responsibilities,and lay a safety foundation for the enterprise to achieve high-quality development.
