摘要
简案高质效办理是在“高质效办好每一个案件”这一政策指引下提出的又一新要求。但无论学术界还是实务界,都未能给出较为恰当的办案质效评估机制。以量化手段为切口,全面梳理总结简案高质效办理评估机制在评估维度及具体评估项设置等方面面临的现实挑战,并通过合理设置各评估维度权重、具体评估项以及适当设置“径行否定项”等多种方式,试图补齐当前简案高质效办理量化评估机制存在的短板,同时结合量化评估表的具体填录,实现客观、精准、全面评估简案办理质效的最终目的。
The high-quality and efficient handling of simple cases is a new requirement proposed under the policy guidance of“handling every case with high quality and efficiency”.However,neither academia nor practitioners have yet provided a sufficiently appropriate mechanism for evaluating the quality and efficiency of case handling.Adopting quantitative methods as a starting point,this study comprehensively examines the practical challenges faced by the evaluation mechanism for high-quality and efficient handling of simple cases,particularly in terms of evaluation dimensions and the design of specific evaluation criteria.By rationally setting the weights of each evaluation dimension,defining specific evaluation criteria,and appropriately incorporating“automatic disqualification items”,this study attempts to address the shortcomings of the current quantitative evaluation mechanism for simple case handling.Furthermore,through the practical application of quantitative evaluation forms,the study aims to achieve the ultimate goal of objectively,accurately,and comprehensively assessing the quality and efficiency of simple case handling.
