摘要
随着我国人口老龄化问题的加剧,养老服务体系面临诸多挑战,尤其是社区居家养老的发展亟需借鉴他国经验。日本的“介护保险”制度作为一项成熟的养老保障体系,通过立法支持、资源整合、服务供给优化及专业人才培养,为老年人提供了全面的居家护理服务。该研究通过深入剖析日本介护保险的运行机制、服务体系及资金保障,提出了适用于我国社区居家养老服务的建议,如构建全国性的统一法律框架、优化养老服务供需匹配、加强护理人才队伍建设等,以期为我国养老服务体系的完善和发展提供参考。
As the challenge of population aging intensifies in China,the eldercare system faces numerous hurdles,particularly in the development of community-based eldercare services,which urgently requires insights from international models.Japan's long-term care insurance(LTCI)system,a well-established eldercare framework,offers comprehensive home care services to elder adults through legislative support,resource integration,optimized service provision,and professional workforce development.By thoroughly examining the operational mechanisms,service systems,and financial safeguards within Japan's LTCI,this study proposes recommendations tailored to the development of community-based eldercare in China.These include establishing a unified national legal framework,enhancing the alignment of eldercare service supply and demand,and strengthening the care-giving workforce.The findings aim to inform and support the improvement and evolution of China's eldercare service system.
