摘要
新中国成立以来,政府的产教融合政策经历了响应“非对称依赖关系”的“规制性约束”阶段(1949—1990年)、响应“联合性依赖关系”的“倡导性推动”阶段(1991—2017年)和响应“共生性依赖关系”的“开拓性赋能”阶段(2018年至今)。产教融合政策变迁因循以下四个逻辑,即政策价值导向从追求经济价值转向强调经济社会双重价值,主体关系从高校主导转变为多元共建,实施手段由“发号施令”转变为“支持引导”,预期效益从关注短期成效到面向未来发展。未来,可以从完善政策话语体系、健全政策保障机制、建立执行主体协调机制、改革政策执行模式四个方面促进产教融合政策体系及其执行机制的优化。
Since the founding of the People’s Republic of China,the government’s policies on industry-education integration have gone through three stages:the“regulatory constraint”stage(1949-1990)in response to the“asymmetric dependency relationship”,the“advocacy promotion”stage(1991-2017)in response to the“cooperative dependency relationship”,and the“pioneering empowerment”stage(since 2018)in response to the“symbiotic dependency relationship”.The evolution of these policies follows four logics:the policy value orientation has shifted from pursuing economic value to emphasizing both economic and social values;the relationship among the subjects has changed from being dominated by universities to being jointly built by multiple parties;the implementation approach has transformed from“issuing orders”to“supporting and guiding”;and the expected benefits have shifted from focusing on short-term results to looking towards future development.In the future,the optimization of the policy system and its implementation mechanism for industry-education integration can be promoted from four aspects:improving the policy discourse system,perfecting the policy guarantee mechanism,establishing a coordination mechanism for implementation subjects,and reforming the policy implementation model.
