摘要
我国国家储备林建设已进入高质量发展阶段,科学评价国家储备林高质量发展情况,探寻国家储备林高质量发展的制约因素具有重要意义。在阐述国家储备林高质量发展评价内涵的基础上,提出评价方法和评价标准,从4个方面遴选出15个指标构建评价指标体系,采用层次分析法与主观赋值法对评价指标进行量化,进而对腾冲市国家储备林高质量发展进行评价,旨在为区域高质量推进国家储备林建设提供借鉴与参考。
The construction of China's national reserve forests has entered a stage of high-quality development.It is crucial to scientifically evaluate the status of their high-quality development and identify the constraints that hinder this progress.Based on explicating the connotation of high-quality development evaluation for national reserve forests,this paper proposes evaluation methods and standards.15 indicators from 4 aspects to establish an evaluation indicator system were selected.The analytic hierarchy process(AHP)combined with the subjective assignment method was applied to quantify the evaluation indices.Subsequently,an assessment of the high-quality development of the national reserve forest in Tengchong City was constructed.This study aimed to offer references for regions endeavoring to promote the high-quality construction of national reserve forests.
