上海合作组织框架下清洁能源合作前景与方向

摘要在上海合作组织框架下开展清洁能源合作,有助于拓展区域内现有能源合作机制的合作向度,助力区域内能源结构转型与优化。区域内天然气、水能、风能等清洁能源资源分布较为均衡,且关键矿物资源储量丰富,为清洁能源发展提供了坚实支撑。各成员国间普遍存在绿色发展理念共识,多数国家已制定减排目标与相关政策,为合作提供了良好的政策环境。传统能源合作的成果也为清洁能源合作奠定了互信基础。上合组织框架下的清洁能源合作,能够重塑能源权力结构,增强成员国之间的合作紧密性,同时有助于应对全球气候治理挑战,提升上合组织的国际话语权。然而,地缘政治风险、机制化建设缺失、融资机制不健全、争端解决机制缺位等潜在风险,也导致区域内清洁能源多边合作法律基础受到冲击、合作向心力难以凝聚、绿色基建联通推进缓慢。要实现上合组织框架下清洁能源合作提质升级,需以“上合组织能源命运共同体”为理念引领,通过内外共建的方式打造合作法治基础,增强与其他国际能源合作机制的对接和交流,构建上合组织清洁能源合作机制,激活现有多边合作机制并构建新的多边合作机制,推动清洁能源合作的体系化与机制化发展,助力上合组织在全球清洁能源合作中发挥更为重要的作用。 Clean energy cooperation under the framework of the Shanghai Cooperation Organization(SCO)is conducive to expanding the dimensions of existing energy cooperation and facilitating the transformation and optimization of its energy structure in the region.The distribution of clean energy resources,such as natural gas,hydropower,and wind power,in the area is relatively balanced,and the reserves of key mineral resources are abundant,providing solid support for the development of clean energy.There is a widespread consensus among member states on the concept of green development.Most countries have set emission reduction targets and related policies,creating a favorable policy environment for cooperation.The achievements of traditional energy cooperation have also laid a foundation for mutual trust in clean energy cooperation.Clean energy cooperation under the SCO framework can reshape the energy power structure,enhance cooperation among member states,and help address global climate governance challenges while boosting the SCO忆s international voice.However,potential risks,including geopolitical risks,the lack of institutional development,an imperfect financing mechanism,and the absence of a dispute settlement mechanism,have impacted the legal basis for multilateral cooperation in clean energy in the region,hindered the consolidation of collaborative engagement,and slowed the progress of green infrastructure interconnection.To improve and upgrade clean energy cooperation under the SCO framework,it is necessary to be guided by the concept of the"SCO Energy Community with a Shared Future,"build a legal foundation for cooperation through collaborative internal and external efforts,strengthen connections and exchanges with other international energy cooperation mechanisms,establish the SCO clean energy cooperation mechanism,activate existing multilateral cooperation frameworks and create new ones,promote systematic and institutionalized development of clean energy cooperation,and enable the SCO to assume a more significant role in global clean energy cooperation.
