摘要
随着数字经济成为引领高质量发展的重要力量,数字产业集群作为数字产业演进的高级形态,正逐步成为推动产业竞争力提升、促进新质生产力跃升的关键载体。当前,数字产业集群已经深度融入以数据要素为核心的生产逻辑,其形成和发展离不开数据要素的有效赋能。在需求端,数据要素通过构建以技术创新为基础、以市场机制为导向的双轮驱动体系,推动数字产业集群形成和演进;在供给端,通过数据开放共享、数据交易流通、数据安全保护三大支柱,支撑数字产业集群运行和发展。数据要素通过构建创新网络、赋能应用场景、集聚关键资源,推动数字产业集群向高阶形态跃迁。在创新维度,数据要素通过构建创新网络,消除信息孤岛,促进知识共享和技术协同,释放数字产业集群新动能;在场景维度,数据要素深度嵌入生产、消费、流通、社会治理等应用场景,催生数字产业集群新业态;在资源维度,数据要素促进关键资源集聚与高效配置,提升产业集群整体协同性与生态联动性,构建数字产业集群新生态。然而,当前数据要素在制度、生态、人才层面存在瓶颈,制约数据要素价值的深度释放和数字产业集群的高质量发展。面向未来,为推动数字产业集群向更高能级数字生态系统演进,应围绕制度优化、生态重构、人才支撑,构建发展框架:一是完善数据要素市场,以制度创新规范要素市场化规则,引导集群健康发展;二是构建数据驱动型生态,以生态协同激活跨域资源聚合效应,促进集群协同发展;三是打造数字人才队伍,以人才培育响应新质生产力发展需要,保障集群持续发展。
As the digital economy has become an important force leading high-quality development,digital industrial clusters,as an advanced form of digital industry evolution,are gradually becoming the key carrier to promote the improvement of industrial competitiveness and achieve a leap in new quality productivity.At present,digital industrial clusters have been deeply integrated into the production logic with data elements as the core,and their formation and development are inseparable from the effective empowerment of data elements.On the demand side,data elements promote the formation and evolution of digital industrial clusters by building a dual-wheel drive system based on technological innovation and guided by market mechanisms;and on the supply side,through the three pillars of data openness and sharing,data transaction circulation and data security protection,they support the operation and development of digital industrial clusters.By constructing innovation network,empowering application scenario,and gathering key resources,data elements promote the digital industrial clusters to leap to higher forms.In the innovation dimension,data elements drive innovation networks,break through information islands,promote knowledge sharing and technology collaboration,and release new momentum for digital industrial clusters;in the application scenario dimension,data elements are deeply embedded in various application scenarios such as production,consumption,circulation and social governance,giving birth to new types of digital industrial clusters;and in the resources dimension,data elements promote the aggregation and efficient allocation of key resources,enhance the overall synergy and ecological linkage of industrial clusters,and build a new ecology of digital industrial clusters.However,currently,there are bottlenecks in the institutional,ecological and talent aspects of data elements restricting the deep release of data element value and the high-quality development of digital industry clusters.Facing future development,in order to promote the evolution of digital industry clusters to a higher-level digital ecosystem,it is necessary to build a development framework around institutional optimization,ecological reconstruction,and talent support dimensions:first,improve the data element market,standardize the marketization rules of elements with institutional innovation,and guide the healthy development of clusters;second,build a data-driven ecology,activate cross-domain resource aggregation effects with ecological synergy,and promote the coordinated development of clusters;and third,build a digital talent team,respond to the development needs of new quality productive forces with talent training,and ensure the sustainable development of clusters.
