摘要
数字化改革背景下,档案部门开始了对档案监管工作新的探索,数智赋能档案监管为档案监管工作提供了新的监管理念、模式与方法。文章基于社会技术系统理论提出数智赋能档案监管分析框架,从外部环境、社会系统、技术系统三个维度详细分析数智赋能档案监管的影响因素,在此基础上从重塑监管理念、规范档案监管、重组监管架构、打造多元监管格局、创新监管模式以及搭建监管平台等六个方面提出数智赋能档案监管的实现路径,推动档案监管工作向档案网络化、智能化、规范化、精细化转型升级。
Under the background of digital reform,the archival departments have begun a new exploration of archival supervision,and digital intelligence empowerment provides new regulatory concepts,models,and methods for archival supervision.This article proposes a framework for analyzing the supervision of archives empowered by digital intelligence based on the theory of social technology systems.It analyzes in detail the influencing factors of archival supervision empowered by digital intelligence from three dimensions:external environment,social system,and technological system.On this basis,it proposes a path for the implementation of archival supervision empowered by digital intelligence from six aspects:reshaping regulatory concepts,standardizing archival supervision,reorganizing regulatory architecture,creating a diversified regulatory pattern,innovating regulatory models,and building regulatory platforms.It promotes the transformation and upgrading of archival supervision towards archival networking,intelligence,standardization,and refinement.
