摘要
黄河流域工业用水供求矛盾日益凸显,提升高耗水工业的用水效率对实现黄河流域工业绿色发展及经济高质量发展具有重要意义。文章基于2006—2020年黄河流域59个城市的面板数据,运用三阶段超效率SBM模型探究剔除外部环境影响后的黄河流域城市高耗水工业用水效率,并借助Malmquist指数模型分析其时序特征,同时利用Tobit回归模型分析城镇化率、劳动力素质、高耗水行业占比、工业用水结构和水环境规制对黄河流域城市高耗水工业用水效率的影响。结果表明:第一,剔除外部环境因素后,黄河流域城市整体高耗水工业用水综合效率、纯技术效率、规模效率的平均值分别是0.133、0.387、0.386,用水效率受管理水平和生产规模的制约,具有较大的提升空间。第二,黄河流域城市的高耗水工业用水效率具有时间动态变化性,2006—2015年基本呈下降趋势、2015—2020年基本呈上升趋势,高耗水工业的用水效率得到改善。第三,城镇化率、劳动力素质以及高耗水行业占比与高耗水工业用水效率呈显著的正相关关系,工业用水结构与高耗水工业用水效率呈显著的负相关关系。
The contradiction between industrial water supply and demand in the Yellow River Basin is becoming increasingly prominent.Improving the water use efficiency of high water-consuming industries is of great significance for achieving the green development of industry and high-quality economic development in the Yellow River Basin.Based on panel data from 59 cities in the Yellow River Basin from 2006 to 2020,this paper uses a three-stage super-efficiency SBM model to explore the water use efficiency of high waterconsuming industries in the cities of the Yellow River Basin after eliminating the influence of the external environment.It also analyzes its temporal characteristics using the Malmquist index model.Furthermore,a Tobit regression model is used to analyze the impact of urbanization rate,labor quality,the proportion of high water-consuming industries,industrial water use structure,and water environment regulation on the water use efficiency of high water-consuming industries in cities in the Yellow River Basin.The results show:Firstly,after eliminating the influence of external environmental factors,the average values of overall comprehensive efficiency,pure technical efficiency,and scale efficiency of water use in high water-consuming industries in cities in the Yellow River Basin are 0.133,0.387,and 0.386,respectively.Water use efficiency is restricted by management level and production scale,and there is considerable room for improvement.Secondly,the water use efficiency of high water-consuming industries in cities in the Yellow River Basin has dynamic temporal variations.Specifically,it basically showed a downward trend from 2006 to 2015 and an upward trend from 2015 to 2020,indicating that the water use efficiency of high water-consuming industries has been improved.Thirdly,urbanization rate,labor quality,and the proportion of high water-consuming industries are significantly positively correlated with the water use efficiency of high water-consuming industries,and industrial water use structure is significantly negatively correlated with the water use efficiency of high water-consuming industries.
