摘要
林长制是生态文明建设的重要制度创新,有助于促进人与自然和谐共生、经济与社会高质量发展,进而助推乡村全面振兴。因此,要深刻理解林长制改革的内在逻辑。通过合肥市研究发现,“林长制”办事机构亟待改进、工作机制亟待完善、要素保障亟待健全、林园发展亟待加强、改革动力需要增强。在习近平生态文明思想指引下,结合运用一些微观理论,针对现实困境深化新一轮林长制改革,强化系统治理、综合治理、源头综合和依法治理,促进林园健康发展,不断推进生态环境治理体系和治理能力现代化,实现人与自然和谐共生,扎实推进中国式现代化,建设“美丽中国”。
