摘要
林长制是生态环境治理现代化和生态文明目标责任体系的重要制度创新。生态文明制度建设的时代背景、习近平总书记指示精神的政治推动、先期推进的河长制经验的借鉴参考、林草领域改革发展的现实需要构成了林长制从地方试点走向全国推广的制度逻辑。林长制同时遵循治理体系现代化、治理能力现代化和治理效能现代化"三位一体"的生态环境治理现代化的治理逻辑。要实现"林长治"的改革目标,不仅需要构建系统高效的林长制治理体系,更要提升各级林长的"四个治理"能力,才能将林长制的制度优势转化为治理效能,从而实现人与自然和谐共生的现代化。
The Forest Chief Scheme is an important institutional innovation of the ecological environment governance modernization and the eco-civilization target responsibility system. The background of eco-civilization system construction,the political impetus of the spirit directed by General Secretary Xi Jinping,the reference of the previous experience of the River Chief Scheme,and the realistic needs of the reform and development in the field of forests and grasslands constitute the institutional logic of the Forest Chief Scheme from local pilot to national promotion. At the same time,the Forest Chief Scheme follows the logic of“trinity”in ecological environment governance,i. e. the modernization of the system,the capability and the efficiency of governance. To achieve the reform goal of the Forest Chief Scheme,it is necessary not only to construct a systematic and highly efficient forest chief governance system,but also to improve the four capabilities of forest chiefs at all levels,only in this way can the institutional advantages of the Forest Chief Scheme be transformed into the governance effectiveness,thus realizing the modernization of harmonious coexistence between human and nature.
