摘要
把握中国数字政府现代化的运行机制,对于推进政府治理体系和治理能力现代化至关重要。基于扎根理论研究范式,以我国数字政府建设前三梯队的省级政策文本为样本,构建出中国数字政府现代化建设的运行机制模型。研究认为,中国数字政府现代化建设是“五维联动”的结果,技术赋能与制度保障是其系统要素,便民服务机制、制约监督机制和府际治理机制是其过程机制,五个维度共同作用构成了中国数字政府现代化建设的运行机制。迈向中国式现代化的新阶段,需要以技术赋能为驱动、制度保障为支撑,以便民服务机制为基础、制约监督机制为关键、府际治理机制为根本,共同保障中国数字政府现代化建设取得实效。
Understanding the operational mechanism of China's digital government modernization is critical for advancing the modernization of governance systems and capabilities.Using the grounded theory research paradigm and drawing on policy texts from the leading provincial governments in China's digital government construction,this study develops a model of the operational mechanism of digital government modernization.The findings reveal that China's digital government modernization is the result of a “five-dimensional linkage”.Technological empowerment and institutional guarantees serve as system elements,while convenience-oriented service mechanisms,constraint and supervision mechanisms,and intergovernmental governance mechanisms constitute the process mechanisms.Together,these five dimensions form an integrated operational mechanism for digital government modernization.As China enters a new phase of its modernization journey,it is necessary to use technological empowerment as the driving force,institutional guarantees as the foundation,convenience-oriented service mechanisms as the basis,constraint and supervision mechanisms as the key,and intergovernmental governance mechanisms as the cornerstone.These dimensions must work in concert to ensure the successful implementation of digital government modernization.
