摘要【目的】探讨数字基础设施是否以及如何促进高质量农业发展,为推进农业和农村现代化、建设农业强国提供政策建议。【方法】以“宽带中国”试点政策作为数字基础设施的政策冲击,通过构造多维农业高质量发展指数,使用渐进双重差分法评估了“宽带中国”试点政策对农业高质量发展的影响效应及其作用机制。【结果】使用“宽带中国”试点政策表征的数字基础设施能够显著促进农业高质量发展,这一结论在经过内生性和稳健性检验后依然成立。空间溢出效应分析表明,数字基础设施能显著促进毗邻地区农业高质量发展。机制检验发现,数字基础设施促进农业高质量发展主要通过提升区域创新能力和科技研发投入来实现。【结论】各地应明确重点,因地制宜地推进乡村数字建设,以此推动数字基础设施与农业高质量发展协同共进。【Objective】To explore whether and how the construction of digital infrastructure facilitates high-quality agricultural development,providing policy recommendations for accelerating modernization of agriculture and rural areas and building up agricultural strength.【Method】Based on panel data from 282 prefecture-level cities in China from 2003 to 2021,this research utilizes the"Broadband China"pi-lot policy as a policy shock representing digital infrastructure.By constructing a multidimensional index for high-quality agricultural development and employing a progressive difference-in-differences ap-proach,this research assesses the impact of the"Broadband China"pilot policy on high-quality agricul-tural development and its mechanisms.【Result】Digital infrastructure,as represented by the"Broadband China"pilot policy,significantly promotes high-quality agricultural development.This conclusion remains robust after addressing endogeneity and conducting robustness checks.Spatial spillover analysis reveals that digital infrastructure statistically significantly enhances high-quality agricultural development in neighboring regions.Mechanism tests indicate that the promotion of high-quality agricultural development through digital infrastructure primarily occurs by enhancing regional innovation capabilities and increas-ing investments in scientific research and development.【Conclusion】Local governments should clarify priorities and promote the construction of digital infrastructure in rural areas according to local conditions in order to promote the coordinated development of digital infrastructure and high-quality agriculture.
