摘要
随着人口持续向都市圈、城市群等发达城市区域和中心城市极化集聚,增长与收缩并存已经成为数智时代县域人口发展的显著特征。与此同时,随着人口、资金、信息、技术等要素在虚实空间的高速、高频流动,城乡互动关系与方式持续迭代更新。面对城乡发展新趋势,人口增长与收缩格局、实体与虚拟空间互动、农民创业与地方创新,日益成为思考城乡融合的三个重要维度。顺应人口流变趋势,合理调整镇村布局体系;遵循空间发展规律,加强虚实空间集聚互动;激发地方创新精神,因地制宜完善制度设计,将成为推动城乡融合的新路径。
With the continuously-polarized concentration of population in developed urban areas and central cities such as metropolitan circles and city clusters,the coexistence of growth and contraction has become a prominent feature of population development in county areas in the digital-intelligent age.Meanwhile,with the high-speed and high-frequency flow of population,capital,information,technology and other elements in the virtual and real worlds,the interaction and mode between urban and rural areas have continuously been iterated and updated.Facing the new trends of urban-rural development,the population growth and contraction patterns,the interaction between the virtual and real worlds,and farmers'entrepreneurship and local innovation have increasingly become the three important dimensions for the planning of urban-rural integration.The new paths for promoting urban-rural integration are:follow the trend of population flow and reasonably adjust the layout system of towns and villages;abide by the laws of spatial development and strengthen the interaction of virtual and real worlds;and stimulate local innovation spirit and optimize institutional design in accordance with local conditions.
