摘要
基于扎根理论,系统识别主要影响专业运营商参与体育场馆PPP项目的因素为项目因素、环境因素和个体因素,具体包括项目运营条件、商务条件、合作条件、测算数据、参与机会、感知风险、公平感知、结果预期、自我效能和参与意愿等。利用模糊集定性比较分析方法,在组态视角下探讨专业运营商参与体育场馆PPP项目的驱动机制,发现专业运营商的参与行为是环境和个体双层因素之间交互匹配、复杂作用的结果。导致专业运营商形成高水平参与行为的组态路径共有四条,公平感知和自我效能为其核心条件;导致专业运营商形成非高水平参与行为的组态路径共有四条,且与专业运营商高水平参与行为的组态结构存在非对称关系,结果预期为其核心条件。在此基础上,提出驱动专业运营商参与体育场馆PPP项目的具体推进路径:夯实项目合作的基础,激发专业运营商的参与积极性;创造公平的参与环境,提升专业运营商的公平感知;增强项目运营可行性,提升专业运营商的自我效能感;优化项目利益分配机制,提升专业运营商的结果预期。
Based on the root theory,this study identified the factors that affect the participation of professional operators in PPP projects in stadiums,which are mainly divided into project factors,environmental factors and individual factors.Specifically,it includes 10 influencing factors such as project operation conditions,business conditions,cooperation conditions,measurement data,participation opportunities,perceived risks,fairness perception,outcome expectation,self-efficacy and participation intention.We used the fuzzy set qualitative comparative analysis method to explore the driving mechanism of professional operators'participation in PPP projects in sports venues from the perspective of configuration,and found that the participation behavior of professional operators is the result of the interactive matching and complex effects between environment and individual factors.There are four configuration paths driving professional operators to form high-level participation behavior,and fairness perception and self-efficacy are the core conditions.There are four configuration paths leading to non-high-level participation behavior of professional operators,and there is an asymmetric relationship with the configuration structure of high-level participation behavior of professional operators,and the result expectation is its core condition.On this basis,we puts forward the specific promotion path to drive professional operators to participate in PPP projects of stadiums:Consolidate the foundation of project cooperation and stimulate the enthusiasm of professional operators to participate;Create a fair participation environment to enhance professional operators'perception of fairness;Enhance the operational feasibility of the project and enhance the self-efficacy of professional operators;Optimize the project benefit distribution mechanism and improve the outcome expectations of professional operators.
