摘要
大数据时代信息数据已经逐渐成为推动社会经济发展的重要因素之一。然而,近年来,涉及公民隐私数据安全的违法犯罪活动猖獗,对经济社会发展和国家安全造成重大威胁,对网络社会综合治理形成新的挑战。在健全相关法律机制的同时,亟需提升公民的隐私保护意识和维权能力,强化公安机关在网络空间治理中的主导作用,加大执法监管力度,提升隐私安全技术的研发与应用,完善网络安全人才培养体系,并鼓励互联网企业与公民共同参与隐私安全治理,构建安全健康文明的网络环境。
In the era of big data,information data has gradually become the important factors to promote social and economic development.However,illegal and criminal activities involving citizens’privacy and data security have been rampant,posing a major threat to economic and social development and national security,and new challenges to the comprehensive governance of the network society in recent years.While improving the relevant legal mechanisms,it is imperative to enhance citizens'awareness of privacy protection and their ability to safeguard their rights,strengthen the leading role of public security organs in the governance of cyberspace,intensify law enforcement and supervision,promote the research and application of privacy security technologies,improve the training system for cyber security talents,and encourage Internet enterprises and citizens to jointly participate in privacy security governance,so as to build a safe,healthy and civilized online environment.
