摘要
新疆是我国构建新型能源体系的战略区域,明晰各能源主体在利益分配中如何实现协同互补是“双碳”背景下新疆保障能源经济高质量发展的关键所在。以火、水、风、光在合作博弈中收益最大化原则为切入点,构建了多能互补模式下的联合运营函数,并使用改进Shapley值法对其收益再分配。研究结果显示:多能互补模式更注重产业协同,Shapley值法的各主体收益取得显著增加,经过改进调整,仅火电收益提升,其余主体收益下降;论证了“先立后破”的必要性,要补“旧”以促“新”,在提高联盟效益时,有针对性地对火电等传统行业进行利益补偿,助力能源行业绿色低碳转型;建立科学的利益分配机制,追“风”逐“日”加快新能源建设,发挥未来科技产业在绿色生产力发展中的竞争新优势,以合力储蓄区域能源产业发展新动能。
Xinjiang is a strategic region for building a new energy system in China,clarifying how to realize synergy and complementarity in the distribution of benefits among various energy entities is the key to achieve the high-quality development of the energy economy in Xinjiang under the background of carbon peak and carbon neutrality.Taking the principle of maximizing the benefits of thermal,hydraulic,wind and photovoltaic power in the cooperative game as the entry point,the joint operation function under the multi-energy complementary mode was constructed,and the benefits using the improved Shapley value algorithm were redistributed.It was found that the multi-energy complementary mode paid more attention to the industrial synergy,the benefits of the main bodies by Shapley value method had a significant increase;after the improvement and adjustment,only thermal power benefits enhanced while those of the rest main bodies declined.The necessity of establishing first and then breaking was demonstrated to make up for the“old”to promote the“new”,so as to improve the efficiency of the alliance and contrapuntally compensate for the benefits of thermal power and other traditional industries,thus helping the green and low-carbon transformation of the energy industry.Establishing a scientific benefit distribution mechanism and chasing the wind power and photovoltaic power to accelerate the construction of new energy helped give full play to the new competitive advantages of the future science and technology industry in the development of green productivity,so as to save new kinetic energy for the development of the regional energy industry with joint efforts.
