摘要
基层矛盾纠纷实质化解是基层社会治理的重要命题。数智时代基层矛盾纠纷化解机制现代化的目标即通过数智技术提升矛盾纠纷预警工作的精准性、提高矛盾纠纷化解的效率、增加参与主体的积极性、增强评估机制的科学性。从S县实践来看,基层矛盾纠纷化解机制存在纠纷化解理念不够先进、纠纷化解体系不够完善、公众参与度较低、评估体系科学性有待提高、数智化程度不高的问题。应当更新数智时代矛盾纠纷化解理念,完善矛盾纠纷化解体系和评估体系,并拓宽公众参与渠道,同时引进大数据企业参与纠纷化解工作。
The substantive resolution of grassroots disputes is an important requirement for social governance at the grass roots.The goal of the grassroots dispute resolution mechanism in the era of digital intelligence is to make dispute early warning more accurate,dispute resolution more efficient,participating parties more proactive,and the evaluation mechanism more scientific by applying digital intlligence technology.From the practice in S County,we can see that the grassroots dispute resolution mechanism has some problems,for example,the dispute resolution concept is lagging behind,the dispute resolution system is not comprehensive,public participation level is low,the evaluation system is not effective,and digitalization and intelligentization is insufficient.This paper proposes that we should update the concept of dispute resolution in the era of digital intelligence,improve the dispute resolution system and its evaluation system,broaden public participation channels,and allow big data enterprises to participate in dispute resolution.
