摘要
为夯实规划建设领域事中事后监管责任,确保建设工程按规划审批方案施工建设,以武汉东湖新技术开发区建设工程批后监管项目实施为例,详细介绍开发区“多项合一”批后监管模式的特色和重点。验证并优化无人机倾斜摄影技术在建设工程批后监管中的可行性和高效性,提升建设工程批后监管质量和效率。利用多时序建设节点的实景三维和监管成果,开发批后监管系统,实现批后监管时空信息的集成、管理、共享和发布,为城市规划管理部门创新监管方式,强化批后监管职责提供思路。
In order to consolidate the responsibility of supervision in the field of planning and construction and ensure that the construction project is constructed according to the planning approval scheme,taking the implementation of the post-approval supervision project of the construction project of Wuhan East Lake New Technology Development Zone as an example,the characteristics and key points of the post-approval supervision mode of“multi-in-one”in the development zone are introduced in detail.Verify and optimize the feasibility and efficiency of UAV oblique photography technology in the post-batch supervision of construction projects,and improve the quality and efficiency of post-batch supervision of construction projects.The post-batch supervision system is developed by using real 3D model and supervision results of multi-time series construction nodes to realize the integration,management,sharing and release of spatio-temporal information of post-batch supervision,providing ideas for urban planning management departments to innovate supervision methods and strengthen the responsibilities of post-batch supervision.
