摘要
近年来,跨境网络赌博犯罪高发,严重威胁公民财产安全。实践中,多采取断链路径来治理该类犯罪,但存在犯罪嫌疑人身份确定难、抓获难;缺乏对涉赌信息推广媒介的封堵机制,封堵合力形成难;涉赌账户识别难和涉赌资金流转证据采集、认定难;涉赌相关行业监管难等困境。为全面精准打击跨境网络赌博犯罪,巩固断链式治理跨境网络赌博犯罪的成果,可采取完善警务合作机制,开展联合侦查活动;建立主动封堵涉赌信息推广媒介机制,巩固封堵战果;构建涉赌账户识别模型和电子数据证据模型,提升取证质效;加大相关行业监管力度,封堵防范缺口等举措破解上述困境。
In recent years,the high incidence of cross-border online gambling crimes has severely threatened the safety of citizens'property.In practice,the chain breaking way is usually taken to deal with this kind of crime,but the difficulty of identifying and capturing the suspect,the lack of blocking mechanism for the media of gambling-relat⁃ed information promotion,the difficulty of blocking the formation of resultant force,the difficulty in identifying gam⁃bling-related accounts and collecting and identifying the evidence of gambling capital flow,and the difficulty in super⁃vising the gambling-related industries are still existing.In order to comprehensively and accurately crack down on cross-border online gambling crimes and consolidate the achievements of chain-breaking governance of it,measures can be taken to improve police cooperation,make joint investigation activities;establish a mechanism to actively block the media of gambling-related information promotion,consolidate the results of blocking;build a gambling-related ac⁃count identification model and electronic data evidence model to improve the quality and effectiveness of evidence col⁃lection;strengthen the supervision of relevant industries,block the gaps in prevention and other measures to solve the above difficulties.
