摘要
在高质量发展的浪潮下,城市发展迈入存量时代,规划任务呈现出多元化态势。基于上述背景,从项目整体把控维度出发,深入剖析了规划师角色转变的必要性与可行性,并创新性地提出规划师应向项目“操盘手”这一全新角色定位转型。规划师将全方位参与城市发展建设进程,贯穿规划设计、施工建设、运营管理以及投融资等各个环节。这种角色的转变有力地保障了规划意图的落地,推动项目建设运营迈向可持续发展轨道,助力城市发展建设形成良性循环格局。故而,规划师亟须顺应时代发展需求,积极拓展专业领域范畴,提升规划站位高度,秉持全局统筹理念,以全新角色全身心服务于城市发展建设事业,为城市的繁荣发展贡献关键力量。
In the wave of high-quality development,urban development has entered the era of stock utilization,and planning tasks have become increasingly diversified.Based on this background,this study analyzes the necessity and feasibility of the transformation of the planner's role from the perspective of overall project control.It innovatively proposes that planners should transition into a new role as"project operators".Planners will be involved in all aspects of urban development and construction,including planning design,construction,operation management,and investment and financing.This role transformation ensures the realization of planning intentions,promotes sustainable development in project construction and operation,and helps form a virtuous cycle in urban development.Therefore,planners must adapt to the evolving needs of the era,expand their professional scope,elevate their planning perspective,and embrace a holistic approach to contribute key support to the prosperity and development of cities.
