摘要
规划实施评估是指对规划目标和指标的落实情况进行全面综合评估及动态维护,文章以厦门市为例,构建了国土空间专项规划、详细规划实施评估的机制流程,梳理了在环境适应性、目标一致性和实施机制有效性三个维度的规划实施评估要点,总结了国土空间专项规划、详细规划实施过程中发现的问题,并从优化机制、统筹计划两个方面提出了政策建议。
The planning implementation evaluation refers to a comprehensive evaluation and dynamic maintenance of the implementation of planning goals and indicators.Taking Xiamen City as an example,this paper constructs a mechanism and process for evaluating the implementation of the special planning and detailed planning.It summarizes the key points for the planning implementation evaluation from three dimensions of environmental adaptability,goal consistency,and implementation mechanism effectiveness.The paper sums the problems in the implementation process of the special planning and detailed planning,and then proposes policy recommendations from two aspects of the mechanism optimization and overall planning.
