摘要
林业碳汇作为我国温室气体自愿减排机制的关键组成部分,在当前CCER重启的宏观背景下,其市场潜力显著增强,为林芝市林业碳汇项目的发展开辟了广阔空间。对林芝市CCER林业碳汇发展现状进行了阐述,收集了林芝市2014-2022年的碳汇造林项目,通过SWOT框架系统评估了其发展态势。优势方面,林芝市坐拥丰富的森林资源,为碳汇开发提供了坚实基础;然而,也面临森林质量提升不足、配套体制机制不完善、林业碳汇权属不明晰等挑战;机遇在于CCER市场的重启及国家政策的积极导向;同时,需警惕市场交易风险、林业灾害及行业内竞争加剧等潜在威胁。针对挑战与机遇,进一步探索了适合林芝市林业碳汇发展的可行路径与建议。
As a crucial component of China's voluntary greenhouse gas emission reduction mechanism,forestry carbon sequestration has significantly enhanced its market potential under the current macro background of the CCER restart,opening up a broad space for the development of forestry carbon sequestration projects in Nyingchi City.This paper elaborates on the development status of CCER forestry carbon sink in Nyingchi City,collects carbon sink afforestation projects in Nyingchi City from 2014 to 2022,and assesses its development trend through the SWOT framework system.In terms of advantages,Nyingchi City boasts abundant forest resources,which provide a solid foundation for carbon sink development.However,it also confronts challenges such as insufficient improvement of forest quality,imperfect supporting institutions and mechanisms,and ambiguous ownership of forestry carbon sinks.The opportunity lies in the restart of the CCER market and the positive guidance of national policies.At the same time,it is necessary to be vigilant about potential threats such as market transaction risks,forestry disasters,and intensified industry competition.In view of the challenges and opportunities,this paper further explores the feasible paths and suggestions suitable for the development of forestry carbon sink in Nyingchi City.
